Two more classes of diet are proposed for all prisoners and the periods to which they are to be applied are shown on the tables.
Class 2 for Europeans is based on Class 3 in use in Local Prisons at home while Class 3 is the same as the existing full diet for Europeans. In both cases a reduced scale of diet for men without hard labour, women and boys has been adopted which has also been applied to Debtors, "Misdemeanants" of the First Class and prisoners on remand and for trial. This is in accordance with the home practice.
In the diets for Chinese prisoners the existing scale has been followed as closely as possible with the above referred general modifications.
The two scales for Class 1 and 2 are practically the same as the existing diets 5, 8 and 8A. While the full scale in Class 3 is the same as diet J, a reduced diet has been added for men without hard labour.
The allowance of 4 ounces of flour once a week to Chinese prisoners sentenced to imprisonment for upwards of 2 years with hard labour, after the first 6 months of the sentence has been passed, has been eliminated.
Port for Chinese is a luxury which should not, I think, have a place in a European Prison dietary, and Indians are allowed a corresponding luxury.
